Given how the oral arguments on the Affordable Care Act seemed to go, shouldn’t the Obama administration have a backup plan ready in case the U.S. Supreme Court declares the law unconstitutional? “Probably so,” Health and Human Services Secretary Kathleen Sebelius said last week.
